    • Business reported an armed robbery by Lorraine, who fled in a stolen black Mercedes Benz. LVMPD pursued her until a collision occurred. Lorraine allegedly attempted to escape holding a firearm and allegedly turns and points it at officers. Officer Garcia and Barr discharged their weapons striking Lorraine Alvarado.

During the course of the stop, the officers engaged Phillips in a series of inquiries unrelated to the initial reason for the traffic stop, namely the malfunctioning headlights. They instructed Phillips to exit the vehicle also requesting him to power it down. Phillip alleged reached for an unknown item in his glove box and the 2 officers discharged their weapons a total of 18 times. Phillip never actually grabbed the firearm
